Prioritizing Data on which data quality efforts will be applied requires a structured analysis. At enterprise level, the enterprise wishes to enforce common guidelines to secure comparable results between business lines.
Business Impact assessment
For each of the Datasets that are under his/her responsibility, the Data Owner conducts a business impact analysis with the support of Data Stewards, just as an airport manager must assess the impact of each flight on airport operations (such as landing priorities in the event of a delay).
As an outcome, a business impact level classification should be assigned to Datasets:

Level of urgency
The data owner constructs a summarized view of the expected and observed level of quality for the data sets. This assessment helps determine the urgency of addressing data quality issues.
Additionally, the Data Owner needs to build a summarized view of the expected and the observed level of quality for the Dataset.
This evaluation can be done with the support of the following standardized Matrix:

Prioritized Datasets
The data owner, with the help of the data stewards, formalizes the inventory of the datasets that are under his responsibility. The outcome of this assessment is documented to ensure clarity and accountability.
Following the Business Impact analysis, level of urgency identification and priority analysis, the Data owner, with the help of Data stewards formalizes the inventory of Datasets that are under his/her scope.
